Short Description
The Mobility Parking Scheme (MPS) provides parking concessions to people with mobility disabilities. The Roads and Traffic Authority (RTA) issues a personal MPS card which applies only to the user and not the car. A permanent or temporary MPS card, individual and organisations cards are available.

MPS application forms are available from any motor registry or can be downloaded from the RTA website. All applications for new or renewal of MPS cards must be signed by a medical doctor.
When applying for an Individual MPS card, the medical certificate will only be valid for up to six months from the date the medical practitioner signed the form. The medical certificate for a Temporary MPS card will only be valid for a three-month period starting from the date the medical practitioner signs the medical certificate.
The RTA issues a licence-style card that includes the cardholder's photograph, and other security features such as a hologram and a 'ghost' photo image. Proof of identity is required to ensure only eligible people receive a card.
Parking concessions
The MPS card entitles a person with a disability to park in spaces marked with a symbol for people with disabilities. The card also provides parking concessions in other spaces:
* When parking in metered, coupon or ticket parking areas, no charge is applied.
* Where parking is limited by a sign to more than 30 minutes, the vehicle can park for an unlimited time.
* Where parking is limited by a sign to 30 minutes, the vehicle can park for 2 hours.
* Where parking is limited by a sign to less than 30 minutes, the vehicle can park for a maximum of 30 minutes.
At a 'No Parking' sign you may park up to 5 minutes, the driver must remain within the vehicle or within 3 metres of the vehicle to drop off or pick up passengers or goods.
When do the concessions apply?
The parking concessions apply when the MPS card is displayed on the vehicle where it is being used to transport the individual to whom the card is issued. In the case of organisations, the concessions are allowed only when the vehicle is being used to transport disabled persons with the permission of the organisations.
MPS cards do not allow vehicles to stand or be parked between 'No Stopping' signs or on taxi stands or bus, loading, construction or truck zones or clearways.
Driver licence applicants who already hold a Mobility Parking Scheme card may be asked to provide a medical report about their fitness to drive at their next licence application (reissue, renewal or replacement) if the RTA has not been notified of any medical condition on their licences.
